The Carbon Border Adjustment Mechanism (CBAM) is a new environmental regulation from the European Union. Its core purpose is to prevent "carbon leakage"—the risk that companies might move production to countries with less strict climate policies, or that EU products could be replaced by more carbon-intensive imports
1. Core Compliance: CE Marking & Documentation CE Marking: This is not a quality mark, but a legal declaration by the manufacturer that the product satisfies all essential EU requirements. For construction, it's governed by the Construction Products Regulation (CPR). DOP vs. DOC: A DOP is the critical, specific document for construction. It must be provided in the language of the destination country and list the unique performance characteristics (e.g., load-bearing capacity, fire resistance) as tested and verified. A general DOC may be required for other product regulations (like machinery or electrical equipment). 2. Specific Standard: EN 1090 for Metalwork If you export structural steel or aluminum components (like beams, columns, or bridges), EN 1090 is not optional. Compliance involves: Implementing a certified Factory Production Control (FPC) system. Having a qualified Responsible Welding Coordinator (RWC). Using CE-marked raw materials. Issuing a DOP that references EN 1090 and states the Execution Class (EXC) of the structure, which defines the required level of control. 3. New Challenge: The CBAM The Carbon Border Adjustment Mechanism (CBAM) is a new, separate EU regulation targeting climate goals. While CE marking ensures product performance, CBAM addresses environmental impact. Who it affects: Initially, producers of iron, steel, and aluminum products (many of which fall under EN 1090). What it requires: Importers will need to report the embedded greenhouse gas emissions from the production process and, in the future, purchase corresponding CBAM certificates. This creates a direct financial link between carbon efficiency and export cost.
EN 1090 is the core European standard for fabricated steel and aluminum structures. Its purpose is to ensure that these load-bearing components and structures have sufficient mechanical resistance, stability, safety, and durability. It is not just a guideline; it is a mandatory requirement under EU law. Since July 1, 2014, any structural steel or aluminum component or kit intended for the EU market must carry the CE marking backed by EN 1090 certification
